The Tamil Nadu government has announced a broad urban-development programme covering water supply, sewage systems, roads, waste-to-energy facilities, parks, schools, tourism and basic municipal infrastructure.
The largest proposal is a 400-million-litre-per-day desalination plant at Minjur, estimated at Rs 4,800 crore, to serve north Chennai, Avadi, Ponneri and Minjur. A separate Rs 500-crore project aims to provide continuous water supply in Avadi.
Other water measures include Rs 1,000 crore for facilities in Madurai, Cuddalore and other municipalities, Rs 300 crore to restore 33 older schemes and Rs 410 crore to expand the Kilpauk treatment plant.
The government also proposed sewage-system upgrades, 9 MW and 10 MW waste-to-energy plants in Tirunelveli and Salem, and Rs 1,850 crore for urban road restoration and construction.
Additional initiatives include people-friendly roads, safer school access, one crore saplings, 250 new parks, school upgrades, heritage and tourism works and basic amenities in underdeveloped parts of Chennai.
The announcements create a large multi-sector pipeline, but implementation will require project-wise financing, environmental approvals, tender schedules, land availability, operating budgets and outcome indicators for water continuity, sewage treatment and road quality.
