The Kerala State Human Rights Commission has asked the state government to appoint public-health specialist Dr S S Lal as a special rapporteur-cum-monitor to study healthcare-system challenges and recommend reforms.
The Commission initiated proceedings over concerns including inadequate infrastructure. It asked for an interim report within two months following consultation with government agencies, officials and health experts.
The proposed monitor may seek support from Dr Altaf of Thiruvananthapuram Government Medical College and another expert nominated through the National Health Mission. The Commission also asked that the views of Dr Ramankutty, Dr B Iqbal and Dr M I Junaid Rahman be considered.
Commission chairperson Justice Alexander Thomas cited rising private-sector investment and affordability concerns while calling for a ‘new Kerala model’ that protects access to quality care.
The proposal creates an oversight mechanism, not a reform outcome. Its value will depend on access to reliable data, patient and workforce consultation, disclosure of findings, departmental accountability and measurable plans for staffing, infrastructure, financing, primary care and affordability.
