The White House has announced a partnership with North American Blue Energy Partners involving a new private joint-venture company and long-term rights over 17 Venezuelan oil fields.
According to the administration, Venezuela’s acting government has granted 100-year rights over fields holding claimed proven reserves of 65 billion barrels. The assertion and reserve figures were presented by the White House and were not independently verified in the source report.
The Pentagon is expected to receive a 35 per cent stake, while the US State Department would obtain a guarantee to purchase 20 per cent of output at cost. NABEP has committed a reported USD 100 billion for oil infrastructure.
The administration said the arrangement would impose no direct cost on the United States and would give the government veto authority over board appointments. It also said the venture would use US auditors and advisers and be governed by US law.
Analysts cited in the report cautioned that restoring Venezuelan production would take years and that future administrations in either country could challenge the agreement.
The proposed structure raises unusually significant questions about sovereign authority, sanctions, asset ownership, reserve valuation, military-linked commercial participation, financing and contract durability. Implementation should be assessed through executed legal instruments and verified investment rather than political descriptions of the deal.
