The Bihar government has constituted a ministerial committee to examine notices issued by the Patna Municipal Corporation to 26,745 property owners over commercial activities operating from residential buildings.
The civic body issued the notices in line with a recent Supreme Court order, according to state officials.
The committee, headed by Deputy Chief Minister Vijay Kumar Choudhary, will study the matter and recommend a practical solution in the public interest.
Urban Development and Housing Minister Nitish Mishra is the panel’s member secretary. Rural Development Minister Shrawon Kumar, Cooperative Minister Ram Kripal Yadav and MLC Sanjay Kumar Singh are also members.
The decision followed representations from legislators who sought relief or clarification for affected property owners.
The dispute highlights the tension between land-use regulation and the widespread operation of shops, clinics, offices and small enterprises from residential premises. Blanket enforcement could disrupt livelihoods, while unrestricted conversion can create congestion, parking pressure, fire risks and neighbourhood conflict.
A workable response will require classification by activity, building safety, traffic impact and neighbourhood character; a transparent regularisation framework; reasonable compliance periods; and safeguards against selective enforcement. The committee should also clarify how its recommendations will remain consistent with the court’s directions.
