The Assam government has reached an advanced stage in evaluating private-sector proposals for the development of AssamSAT, a dedicated earth-observation satellite intended to support governance, development planning and security functions.
Chief Minister Himanta Biswa Sarma said partner selection was being conducted under a Design, Build, Launch, Operate, Train and Transfer model after expressions of interest attracted participation from Indian private space companies.
Dedicated committees are evaluating the proposals before the state selects an implementation partner, Sarma said.
The project was announced in the 2025-26 state budget as a collaboration with the Indian National Space Promotion and Authorisation Centre under the Department of Space.
The satellite is expected to provide a continuous and reliable flow of data for agriculture, disaster management, infrastructure development, socio-economic programmes, border management and police operations.
The state government has described AssamSAT as a shift from merely consuming satellite data to participating directly in India’s space-technology ecosystem. It has also claimed that Assam would become the first Indian state with its own earth-observation system.
A state-focused satellite could improve revisit frequency and tasking priority for local requirements, particularly floods, erosion, agriculture and infrastructure monitoring. Its value will depend on mission specifications, launch and operating costs, data resolution, regulatory approvals, integration with government workflows, training and continuity after transfer from the private partner.
