The Odisha government has reduced penalties for operating vehicles without a valid Pollution Under Control certificate and introduced different fines by vehicle category and repeat offence.
Motorcycles and three-wheelers will face Rs 1,000 for a first violation and Rs 2,000 thereafter. Cars, cabs, jeeps and tractors will attract Rs 2,000 initially and Rs 5,000 for subsequent violations.
Other transport and heavy vehicles will face Rs 3,000 for the first offence and Rs 6,000 for later offences. The previous penalty since 2019 was Rs 10,000 across categories.
The transport department has notified the revised system and urged owners to maintain registration, fitness, insurance, permits and pollution certificates.
Lower and proportionate penalties may improve public acceptance, but environmental effectiveness will depend on compliance checks, testing-centre integrity, enforcement against gross emitters and prevention of fraudulent certificates.
