The Assam government has approved a Rs 50,000-crore infrastructure programme to be implemented over five years across healthcare, education, housing, power, roads, flood protection and public facilities.
Chief Minister Himanta Biswa Sarma said the ‘Viksit Assam: Infra Vision’ would cover primary health facilities, schools, anganwadi centres, housing for tea-garden workers, women’s markets, hostels and flood embankments.
The Cabinet approved transfer of 1,174 bighas in Kamrup Metropolitan and Nagaon districts to the Industries, Commerce and Public Enterprises Department for industrial estates and land banks. A further 27 bighas in Dhemaji district will be allotted for a milk project.
Measures to improve the business environment include removal of the retail-selling licence requirement for petroleum products and extension of fiscal incentives to registered vehicle-scrapping facilities under the state industrial policy.
The Cabinet also approved a Rs 300-crore Fermbox Bio project at Tezpur and an integrated 30 MW solar-power and 25 MW battery-energy-storage project in Goalpara district.
Other approvals include Rs 155.98 crore for a rail overbridge near Hawaipur station and a bypass linking Kheroni Chariali with NH-27, and Rs 110 crore for pending infrastructure works at Gauhati University during 2026-27.
The government announced subsidised lentils and sugar for ration-card holders, enhanced Orunodoi assistance in flood-hit Sivasagar and Charaideo, and initial relief of Rs 15,000 for remaining flood-affected families from September 1.
The package combines multi-year capital investment, industrial facilitation and immediate welfare support. Effective oversight will require project-wise budgets, financing sources, land-use safeguards, procurement schedules, physical milestones and outcome reporting that distinguishes new expenditure from previously approved commitments.
